Road Safety in North Nibley

The North Nibley Road Safety Group is a community-led group coordinated by local volunteer Chris Mewse.

The group was formed to consider road safety issues across the parish and to gather evidence, resident feedback and practical ideas that may help improve local roads and pedestrian safety. Its initial focus has been the B4060 junction near the Black Horse Inn, while also considering wider matters such as vehicle speeds, parking and safe movement around the village.

Current areas of work

The group’s current work includes:

• supporting the case for a 20mph speed limit through local traffic monitoring
• considering options to improve the junction and pedestrian crossing arrangements near the Black Horse Inn
• encouraging considerate and lawful parking
• collecting traffic speed and volume data
• gathering feedback from residents
• developing outline design ideas for discussion with Gloucestershire County Council Highways

Traffic monitoring equipment has been used at several locations in the parish to record vehicle speeds and traffic volumes. The information is intended to support future discussions with Highways and provide evidence for possible road safety improvements.

20mph campaign

The group is supporting work towards a possible 20mph speed limit on roads through North Nibley.

Residents can help by driving at 20mph through the village where it is safe to do so. Lower recorded average speeds may help demonstrate that a formal 20mph limit would be workable and effective.

Any change to a speed limit would require consideration and approval by Gloucestershire County Council as the highway authority.

Junction improvement proposals

The group has been exploring possible improvements to the junction near the Black Horse Inn, including safer pedestrian crossing arrangements and changes to the layout.

Draft design work has considered:

• pedestrian safety
• access for residents
• movement of larger vehicles
• retention of parking and bus access
• improved traffic flow
• possible additional public space

These designs remain at an early stage. They have not been approved by the Parish Council or Gloucestershire County Council and would be subject to further consultation, technical assessment, costings and formal decisions. The latest presentation identifies the next steps as refining the design, obtaining costings and presenting the proposal to Highways.

The Road Safety Group is volunteer-led. Formal decisions, expenditure and representations made in the name of North Nibley Parish Council remain the responsibility of the Parish Council and will always be made as part of a public meeting compliant with LGA 1972.
